Workforce Impact Assessment Framework

To help meet the growing education and workforce development (EWD) needs of the biopharmaceutical manufacturing industry, NIIMBL has developed a suite of tools to standardize how the community can:

  • Evaluate feasibility of proposed EWD initiatives and programs
  • Maximize and communicate the impact of existing workforce initiatives
  • Facilitate program benchmarking and comparison through standardized metrics

The suite of tools consists of three different frameworks and a web-based self-assessment, as well as an endorsement program anticipated for 2027.

Structure of the Framework

The framework can be used to assess three different types of workforce initiatives: Non-Degree Training and Programs, Community Outreach and Awareness, and Industry-Aligned Degree Programs.

The framework for each initiative type outlines key activities needed to plan and implement an impactful workforce initiative across four distinct development phases (plan, develop, pilot, sustain) and by four foundational dimensions of impact (industry and partner return on investment, learner impact, programming and instruction, effective business processes).

Both new and experienced EWD professionals can use the suite of framework tools to:

  • Identify initiative or program strengths as well as potential areas of focus to continuously improve and communicate initiative impact
  • Serve as a roadmap to help better plan, develop, pilot, and sustain EWD initiatives by considering the perspectives and needs of all stakeholders integral to the success of these initiatives
